Site description: La KBA Parque Provincial Urugua-í y alrededores, es la mayor reserva natural continua de Selva Paranaense del mundo. En el norte de la propiedad, se encuentran las nacientes de los Arroyos Santo Domingo, Central y Yacuy, densa red hidrográfica que se extiende por gran parte del Parque Nacional Iguazú y cuya protección es vital para garantizar los procesos ecológicos de los ambientes que forman parte de la misma. El relieve varía de levemente ondulado en el sector oeste, a marcadamente serrano y con abruptas pendientes en la zona norte y este, al aproximarse a la Sierra de la Victoria. En el sector sudeste, cercano a Bernardo de Irigoyen, llega a ser bien quebrado. La Sierra de la Victoria que recorre el sector norte-sudeste del Parque provincial es divisoria de aguas y contiene las nacientes de las cuencas de los arroyos que desembocan al Iguazú (arroyos Yacuy y San Francisco) y los que lo hacen en el Urugua-í (arroyo Uruzú). El clima es del tipo subtropical lluvioso sin estación seca, con cinco meses de heladas. La precipitación media anual en el arroyo Urugua-í varía de 1.800 mm, en la desembocadura del arroyo Urugua-í, a 2000 mm, cerca de Bernardo de Irigoyen. Este sitio incluye un amplio gradiente de ambientes como selva de laurel y guatambú (composición típica de las selvas del noroeste de Misiones) donde predominan el guatambú (Balfourodendron riedelianum) y lauráceas de los géneros Ocotea y Nectandra, apareciendo entre otras especies el aguaí (Chrysophyllum gonocarpum), el loro blanco (Bastardiopsis densiflora), el yacaratiá (Jacaratia spinosa) y el anchico (Parapiptadenia rigida). En el sector noroeste aparece un importante manchón de palo rosa (Aspidosperma polyneuron), con ejemplares de sorprendente porte, asociados a palmitos (Euterpe edulis). En este sector, el estrato arbustivo es abierto, con dominancia de ñandipá (Sorocea bonplandi) y pariparopa (Piper sp.); en el estrato herbáceo, son casi exclusivos los helechos entre los que se destaca una especie semiarborescente (Didymochlaena truncatula). Otro ambiente particular es la selva de ribera de los arroyos, donde aparecen varias especies de mirtáceas que alcanzan poca altura y diámetro, exceptuado el ubajay (Eugenia myrcianthes) y algunas otras especies que llegan al porte arbóreo. En general las selvas de que se encuentran dentro de la KBA, muestran la tala selectiva que se llevó a cabo en toda la región, dejando un dosel parcialmente discontinuo con claros invadidos por especies del género Celtis, y cañaverales, especialmente de tacuarembó (Chusquea ramossisisma). Sobre los arroyos menores, existen formaciones casi puras de yatevó (Guadua trinii). En el área se controla la caza, por lo que es habitual la presencia de un importante número de mamíferos y aves sensibles a la persecución cinegética. Existen poblaciones de anta (Tapirus terrestris), tres especies de venados (Mazama americana, Mazama nana y Mazama guazoubira), y dos chanchos de monte (Pecari tajacu y Tayassu pecari). Entre los felinos se destacan el puma (Puma concolor), el ocelote (Leopardus pardalis) y el yaguareté (Panthera onca). En el PP Urugua-í además se desarrollan selvas marginales, tacuarales de yatevó (Guadua trinii) en los valles fluviales, palmitales (Euterpe edulis), manchones de palo rosa (Aspidosperma polyneuron), especialmente en la zona de la Sierra de la Victoria y algunos relictos de pino Paraná (Araucaria angustifolia) al sudoeste. En el este del Parque provincial se ha registrado la presencia de un yaboticabal (Plinia peruviana), curioso árbol frutal caulifloro. Esta diversidad de formas de vegetación contribuye a la alta riqueza de flora y fauna del área. Se han registrado 44 especies de peces, destacándose 3 presentes solamente en las cuencas del Alto Iguazú y Alto Urugua-í y 5 endémicas del arroyo Urugua-í. La herpetofauna cuenta con 32 especies de anfibios y 29 de reptiles. Los mamíferos registrados suman 77 especies correspondientes a 26 familias. Entre ellos se destacan por su importancia el oso hormiguero o yurumí (Myrmecophaga tridactyla), el mono caí (Sajajus nigritus), el yaguareté (Panthera onca), el zorro vinagre (Speothos venaticus), el tapir (Tapirus terrestris) y los pecaríes (Tayassu pecari y Pecari tajacu). Aves Argentinas/Asociación Ornitológica del Plata, Buenos Aires.). The KBA Urugua-í Provincial Park and surrounding area is the largest contiguous Paranaense Rainforest nature reserve in the world. In the north of the property are the headwaters of the Santo Domingo, Central, and Yacuy Streams, a dense hydrographic network that extends across much of Iguazú National Park and whose protection is vital to guarantee the ecological processes of the environments that comprise it. The relief varies from gently undulating in the western sector to markedly mountainous and with steep slopes in the northern and eastern areas, approaching the Sierra de la Victoria. In the southeastern sector, near Bernardo de Irigoyen, it becomes quite rugged. The Sierra de la Victoria, which runs through the north-southeastern sector of the Provincial Park, is a watershed and contains the headwaters of the streams that flow into the Iguazú (Yacuy and San Francisco streams) and those that flow into the Urugua-í (Uruzú stream). The climate is subtropical, rainy, with no dry season, and five months of frost. Average annual rainfall in the Urugua-í stream ranges from 1,800 mm at the mouth of the Urugua-í stream to 2,000 mm near Bernardo de Irigoyen. This site includes a wide gradient of environments such as laurel and guatambú forest (a typical composition of the forests of northwestern Misiones), where the guatambú (Balfourodendron riedelianum) and laurel trees of the genera Ocotea and Nectandra predominate. Other species include the aguaí (Chrysophyllum gonocarpum), the white parrot (Bastardiopsis densiflora), the caiman (Jacaratia spinosa), and the anchico (Parapiptadenia rigida). In the northwest sector, there is a significant patch of rosewood (Aspidosperma polyneuron), with specimens of striking size, associated with dwarf fan palms (Euterpe edulis). In this sector, the shrub layer is open, dominated by ñandipá (Sorocea bonplandi) and pariparopa (Piper sp.); in the herbaceous layer, ferns are almost exclusively found, among which one semi-arborescent species (Didymochlaena truncatula) stands out. Another unique environment is the streamside forest, where several species of myrtaceae grow that reach a small height and diameter, except for the ubajay (Eugenia myrcianthes) and a few other species that reach a tree-like size. In general, the forests within the KBA (Basque Autonomous Region of the Basin) show the selective logging that took place throughout the region, leaving a partially discontinuous canopy with clearings invaded by species of the Celtis genus, and reed beds, especially of the tacuarembó (Chusquea ramossisisma). Along the smaller streams, there are almost pure stands of yatevó (Guadua trinii). Hunting is controlled in the area, so the presence of a significant number of mammals and birds sensitive to hunting is common. There are populations of tapir (Tapirus terrestris), three species of deer (Mazama americana, Mazama nana, and Mazama guazoubira), and two wild boars (Pecari tajacu and Tayassu pecari). Among the felines, the puma (Puma concolor), the ocelot (Leopardus pardalis), and the jaguar (Panthera onca) stand out. In the Urugua-í Provincial Park, marginal forests also develop, with yatevó (Guadua trinii) forests in the river valleys, palm groves (Euterpe edulis), and patches of rosewood (Aspidosperma polyneuron), especially in the Sierra de la Victoria area, and some relicts of Paraná pine (Araucaria angustifolia) to the southwest. In the east of the Provincial Park, the presence of a yaboticabal (Plinia peruviana), a curious cauliflower-bearing fruit tree, has been recorded. This diversity of vegetation forms contributes to the area's high flora and fauna. Forty-four fish species have been recorded, of which three are present only in the Upper Iguazú and Upper Urugua-í basins, and five are endemic to the Urugua-í stream. Rationale for qualifying as KBA: El sitio califica como una KBA por la presencia de 12 especies desencadenantes. De estas, ocho son especies de peces, los cuales desencadenan los criterios A1a, A1b y B1. Dos especies de aves que desencadenan los criterios A1a, A1b y A1c. Una especie de mamífero (Leopardus guttulus) y una especie de reptil (Phrynops williamsi) que desencadenan el subcriterio A1d The site qualifies as a KBA because of the presence of 12 trigger species. Of these, eight are fish species, which trigger criteria A1a, A1b and B1. Two bird species trigger criteria A1a, A1b and A1c. One mammal species (Leopardus guttulus) and one reptile species (Phrynops williamsi) triggering criterion A1d.
Additional biodiversity: Teniendo en cuenta todas las especies presentes, aunque no cumplan los umbrales establecidos para KBA, este sitio tiene 18 especies globalmente amenazadas, 4 (3 Plantas y 1 Ave) En Peligro Crítico (CR), 3 (2 Plantas y 1 Ave) En Peligro (EN) y 11 (1 Planta, 1 Reptil, 4 Aves y 5 Mamíferos) Vulnerables (VU). Además, tiene 11 especies (1 Planta y 10 Peces) de distribución geográfica restringida y 100 especies (2 Plantas, 12 Peces, 8 Anfibios, 7 Reptiles, 64 Aves y 7 Mamíferos) endémicas de una eco o biorregión. La palomita morada (Claravis geoffroyi), en Peligro Crítico, tiene registros en esta KBA de 1957, con un 1 individuo. Estaría albergada en el sitio como un refugio, ya que, al ser una especie probablemente especializada en semillas de bambú, exhibe marcadas discontinuidades temporales que podrían deberse a los ciclos de floración masiva de los géneros Guadua de bambú (dos especies), aproximadamente cada 30 años, en este sitio (Areta et al., 2009, www.sib.gob.ar). El corbatita picudo (Sporophila falcirostris), Vulnerable, fue registrado con 5 individuos en 1958. Podría usar a este sitio como un refugio, ya que es una especie especializada en semillas de bambú y las grandes bandadas y la cría de esta especie, también se asocian con los eventos de floración del bambú Guadua (Areta et al., 2009, Areta et al. 2013). El pájaro campana (Procnias nudicollis), Vulnerable, fue registrado hasta con 9 individuos en 2004. Esta especie sería un migrante austral en Argentina, por lo que no estaría todo el año (la mayoría de los registros fueron entre junio y septiembre), por lo que previsiblemente estaría albergado por el sitio durante una etapa de su ciclo de vida (Bodrati et al. 2010a, Bodrati & Cockle, 2006b). Considering all species present, even if they do not meet the thresholds established for KBA, this site has 18 globally threatened species, 4 (3 Plants and 1 Bird) Critically Endangered (CR), 3 (2 Plants and 1 Bird) Endangered (EN) and 11 (1 Plant, 1 Reptile, 4 Birds and 5 Mammals) Vulnerable (VU). In addition, it has 11 species (1 Plant and 10 Fish) of restricted geographic distribution and 100 species (2 Plants, 12 Fish, 8 Amphibians, 7 Reptiles, 64 Birds and 7 Mammals) endemic to one ecoregion or bioregion. The Critically Endangered Purple Pigeon (Claravis geoffroyi) has records in this KBA from 1957, with 1 individual. It would be harbored at the site as a refuge, since, being a species probably specialized in bamboo seeds, it exhibits marked temporal discontinuities that could be due to the massive flowering cycles of the Guadua genera of bamboo (two species), approximately every 30 years, at this site (Areta et al., 2009, www.sib.gob.ar). The weevil corbatita (Sporophila falcirostris), Vulnerable, was recorded with 5 individuals in 1958. It could use this site as a refuge, as it is a species specialized in bamboo seeds and the large flocks and breeding of this species are also associated with Guadua bamboo flowering events (Areta et al., 2009, Areta et al. 2013). The bellbird (Procnias nudicollis), Vulnerable, was recorded with up to 9 individuals in 2004. This species would be a southern migrant in Argentina, so it would not be present all year round (most of the records were between June and September), so it would foreseeably be hosted by the site during a stage of its life cycle (Bodrati et al. 2010a, Bodrati & Cockle, 2006b). Manageability of the site: Una posibilidad de manejo coordinado del área podría llevarse adelante con la creación de Comité de Cuenca del Arroyo Urugua-í, bajo el Programa Provincial de Gestión Integrada de Cuencas Hidrográficas (Resolución N° 142/08 del Ministerio de Ecología RNRyT). También existe la posibilidad de implementar una Zona de Amortiguación del PP Urugua-í, como se propone en el Plan de Manejo de dicha área (Manso Hernández, N., S.A. Casertano, J.F. Garibaldi, L. Araucaria XXI). Si bien las reservas tienen distintas categorías de manejo, todas están dedicadas a conservación a perpetuidad. La Reserva Forestal San Jorge no es un área protegida pero fue identificada por la empresa propietaria como un Área de Alto Valor para la Conservación (AAVC) denominada San Jorge, que la empresa se compromete a conservar y posee un estatus legal que le impide desmontar, lo que implica su conservación al menos a mediano plazo. Con los mismos motivos, se integran otra AVVC de la misma empresa, llamada Campo Los Palmitos y la Reserva Privada Rubichana. Todas estas unidades poseen continuidad espacial y de cobertura de vegetación, conformando biológicamente un único bloque de hábitat. One possibility for coordinated management of the area could be achieved with the creation of the Urugua-í Stream Basin Committee, under the Provincial Integrated Watershed Management Program (Resolution No. 142/08 of the Ministry of Ecology, RNRyT). Araucaria XXI). Although the reserves have different management categories, all are dedicated to perpetual conservation. The San Jorge Forest Reserve is not a protected area, but it was identified by the company that owns it as a High Conservation Value Area (HCVA) called San Jorge. The company is committed to conserving it and has a legal status that prohibits deforestation, implying its conservation at least in the medium term. For the same reasons, another HCVA belonging to the same company, called Campo Los Palmitos, and the Rubichana Private Reserve are integrated into the reserve. All of these units possess spatial continuity and vegetation cover, biologically forming a single habitat block.

Other site values: Muy cerca (500 m) del límite de este sitio, fuera del mismo en el oeste, existe una aldea aborigen Guaraní, Guapoy: ubicada sobre RN 12, km 1606, al norte de la represa Urugua-í. Fue fundada en 1987, trasladada de su antiguo asentamiento, inundado por la represa. Está instalada sobre una superficie de 100 ha donadas a la aldea por la empresa Uruguay S.A., aunque no poseen título de la propiedad. Contaba con unos 114 habitantes en el año 2019. Usan el territorio más allá del asentamiento, para la caza de subsistencia, la recolección de orquídeas para su venta, de plantas medicinales y de material para artesanías, las que ofrecen sobre la misma ruta. It was founded in 1987, moved from its old settlement, which was flooded by the dam. It is located on an area of 100 hectares donated to the village by the company Uruguay S.A., although they do not have title to the property. It had about 114 inhabitants in 2019. Delineation rationale: El límite de esta KBA coincide en parte con los límites de los Parques Provinciales, la Reserva Forestal y la Reserva de Vida Silvestre Urugua-í adermás del Paisaje Protegido Lago Urugua-í, ya que todas pertenecen a la misma subcuenca hidrográfica del A° Urugua-í, que contiene muchos endemismos de peces. The boundary of this KBA partially coincides with the boundaries of the Provincial Parks, the Forest Reserve and the Urugua-í Wildlife Reserve, as well as the Urugua-í Lake Protected Landscape, since they all belong to the same hydrographic sub-basin of the Urugua-í River, which contains many endemic fish species.

Habitats


Land use: El sitio KBA contiene 9 áreas naturales protegidas, el núcleo conformado por el Parque Provincial Urugua-í (84.000 ha), el Paisaje Protegido Lago Urugua-í (8.000 ha) que contiene al Monumento Natural Isla Palacio (167 ha), el Parque Provincial Uruzú (2.497 ha), la Reserva de Vida Silvestre Urugua-í (3.243 ha), la Reserva Privada Rubichana (794 ha) y las siguientes iniciativas de conservación privada, Caa Porá (41 ha), el Área de Alto Valor para la Conservación (AAVC) San Jorge (16.200 ha) y el AAVC Campo Los Palmitos (3.300 ha). El PProt Lago Urugua-í está conformado por el lago artificial y sus costas, formados al represar el arroyo para un emprendimiento hidroeléctrico. A pesar de su gran grado de transformación, juega un importante rol para las poblaciones de peces endémicos de la cuenca o de distribución restringida, también las selvas y forestaciones remanentes en sus costas, además de protegerlas, conforman corredores para algunas especies terrestres. Al lago se han introducido varias especies exóticas que han prosperado, pero se desconoce el efecto que tuvo sobre la fauna nativa, se permite su pesca con permisos. Posee un puesto de guardaparques y otro de policía lacustre. El Parque Provincial Urugua-í es una de las áreas protegidas más relevantes de la Argentina. El área se destina a la conservación, con presencia de guardaparques en forma permanente. Un puesto se ubica sobre el cruce de la ruta provincial 19 con el arroyo Uruzú y otro puesto sobre la ruta nacional 101 cerca del paraje María Soledad, también cuenta con un refugio sobre la RP18 para recorridas por la zona SE. Junto al arroyo Uruzú presenta un sector de camping agreste y un centro de visitantes. Afortunadamente presenta una situación jurídica estable. La vigilancia es básica para un área de su superficie, la caza furtiva en la actualidad es un hecho preocupante, síntoma de un insuficiente sistema de control. Es imperativo interactuar con los pobladores locales y estimularlos a que valoricen los recursos naturales protegidos. Una de las problemáticas más complejas del área es la presencia de la ruta provincial 19, que atraviesa transversalmente el Parque provincial en unos 40 km y es asfaltada. Si bien se construyeron pasafaunas para atenuar el impacto negativo de la obra, faltan otras medidas y se ha registrado un número importante de animales atropellados. Otro aspecto destacable es la falta de protección de las zonas vecinas al norte (entre Cabure-í y Deseado) y al este (entre Piñalito y Bernardo de Irigoyen), estas fueron loteadas y deforestadas para cultivos, ganadería o forestaciones y sólo restan fragmentos de selva. Sólo el área entre los parajes María Soledad y San Martín aún mantiene selvas en aceptable estado de conservación las cuales son vitales para mantener la conexión entre los Parques provinciales Urugua-í y Guardaparque Horacio Foerster (ver AR113 y AR114). La RVS Urugua-í cuenta con infraestructura con presencia permanente de guardaparques, funciona como estación biológica y espacio de capacitación. Posee vivero de árboles nativos. Las AAVC San Jorge y Campo Los Palmitos, por el momento, están destinadas a conservación. Asimismo, durante el período 1995-1999, en San Jorge se explotó intensamente el palmito. La principal amenaza es la ausencia de un compromiso formal por parte de la empresa propietaria (Arauco SA) para que estas zonas estén integradas dentro del sistema de áreas protegidas. Dada las posiciones estratégicas de estas propiedades, es clave que se defina su situación legal como reserva. San Jorge fue destinada, en su momento, como Reserva Forestal de Uso Múltiple, por Pecom Energía S.A. (antiguo propietario), como medio de compensación por el plan de desmonte producido durante los años 1995-2003, que abarcó todo el límite oeste del establecimiento. Sin embargo, nunca se declaró o efectivizó una categoría legal de protección. La actual propietaria (Arauco SA), identificó y delimitó estas dos AAVC en un proceso de certificación, que por ahora mantiene. Se requieren de mayores relevamientos en la zona sudoriental del Parque, en especial en ambientes particulares como los remanentes de pino Paraná (Araucaria angustifolia). Se recomienda, además, el estudio y monitoreo de las poblaciones de yacutinga (Pipile jacutinga) (Rey, 2007c, Lic. Karina Schiaffino, com. pers. 2019). Gran parte de la superficie de este sitio (excepto el PProt. Lago Urugua-í) está bajo la figura de Área Integral de Conservación y Desarrollo Sustentable Corredor Verde de la Provincia de Misiones (Ley Provincial XVI – Nº 60), cuyo objetivo principal es generar condiciones favorables para la preservación de las masas selváticas del "Corredor Verde de la Provincia de Misiones", con el objeto de lograr la unión de los tres principales bloques de las Áreas Naturales Protegidas existentes en la Provincia. La Ley 26 331 de Presupuestos Mínimos de Protección Ambiental de los Bosques Nativos, o Ley de Bosque Nativo, es una norma nacional Argentina que regula el uso de los Bosques Nativos, dirigida a promover la gestión forestal sustentable. Se establecen tres categorías de manejo: Categoría I (rojo): sectores de muy alto valor de conservación que no deben desmontarse ni utilizarse para la extracción de madera y que deben mantenerse como bosque para siempre. Categoría II (amarillo): sectores de alto o medio valor de conservación, que pueden estar degradados pero que si se los restaura pueden tener un valor alto de conservación. Estas áreas no pueden desmontarse, pero podrán ser sometidos a los siguientes usos: aprovechamiento sostenible, turismo, recolección e investigación científica. Categoría III (verde): sectores de bajo valor de conservación que pueden transformarse parcialmente o en su totalidad, con la previa realización de una Evaluación de Impacto Ambiental. Bajo esta ley, dentro de este sitio, se establecieron como zonas rojas las ANP provinciales (excepto el PProt Lago Urugua-í) y la RVS Urugua-í y como zonas amarillas a la AAVC San Jorge y Campo Los Palmitos, la RP Rubichana y las selvas costeras del arroyo Urugua-í en la franja nexo entre el PP y el PProt homónimos. El resto de los remanentes de bosques nativos, correspondientes a parches dentro PProt Lago Urugua-í, fueron clasificados como verdes. The KBA site contains 9 natural protected areas, the core of which is Urugua-í Provincial Park (84,000 ha), Lake Urugua-í Protected Landscape (8,000 ha) that contains Isla Palacio Natural Monument (167 ha), Uruzú Provincial Park (2. 497 ha), the Urugua-í Wildlife Reserve (3,243 ha), the Rubichana Private Reserve (794 ha) and the following private conservation initiatives, Caa Porá (41 ha), the San Jorge Area of High Conservation Value (AAVC) (16,200 ha) and the Campo Los Palmitos AAVC (3,300 ha). The PProt Lago Urugua-í consists of the artificial lake and its shores, formed when the stream was dammed for a hydroelectric project. In spite of its great degree of transformation, it plays an important role for the fish populations endemic to the basin or of restricted distribution, also the remaining forests and forestation on its shores, in addition to protecting them, form corridors for some terrestrial species. Several exotic species have been introduced to the lake and have prospered, but the effect on the native fauna is unknown; fishing is allowed with permits. There is a park ranger station and a lake police station. Urugua-í Provincial Park is one of the most important protected areas in Argentina. The area is dedicated to conservation, with a permanent presence of park rangers. A post is located on the crossing of provincial route 19 with the Uruzú stream and another post on national route 101 near María Soledad. There is also a refuge on RP18 for tours in the SE area. Next to Uruzú stream there is a wild camping area and a visitors' center. Fortunately, the legal situation is stable. Vigilance is essential for an area of this size; poaching is currently a worrying fact, a symptom of an insufficient control system. It is imperative to interact with the local inhabitants and encourage them to value the protected natural resources. One of the most complex problems in the area is the presence of Provincial Route 19, which crosses the provincial park for about 40 km and is paved. Even though the road was built to mitigate the negative impact of the road, other measures are lacking and a significant number of animals have been run over. Another noteworthy aspect is the lack of protection of the neighboring areas to the north (between Cabure-í and Deseado) and to the east (between Piñalito and Bernardo de Irigoyen), which have been divided into lots and deforested for crops, livestock, or forestation, and only fragments of forest remain.
